The description calls for three boxes, but because there is no visible content within or border around the middle box, it's invisible. Either change the description to two boxes, or add a border on the third.
Also the description says the top and bottom boxes must be of equal *width*. You want *height*.

Create some content to make the left-top and left-bottom boxes have different intrinsic heights, to show that the UA is indeed ensuring those boxes are the same height.

Instead of content I explicitly gave the boxes two different heights. Does that serve the same purpose?
