The *outer widths* of the right and left boxes must be the same, but not necessarily their border widths. I think the fact that the contents of the center box is indeed centered proves the assertion (given that its right/left margin, border and padding are equal).

You could just lose the borders and declare that the x is centered wrt page width. But having the borders is demonstrating defects on both HP and Prince, so let's keep them, and just change the description to “There should be three boxes at the bottom of this page. The one in the middle contains an 'x' which must be centered with respect to the page width.”
